Responses to “Evidence of Fraud, Medical Malpractice, Acts of Domestic Terrorism and Breaches of Human Rights” Report

Andrew Johnson – ad.johnson@ntlworld.com

10 Oct 2020

On 13th Sept 2020, I emailed out a PDF of my report entitled “Evidence of Fraud, Medical Malpractice, Acts of Domestic Terrorism and Breaches of Human Rights” to about 200 emails addresses.

At that point, the report had been “signed” (supported) by nearly 1000 people. Since then, approximately  600 more people have signed the report/petition.

Below, I discuss the responses. Some of these had text which suggested the responses should be treated as “confidential.” In those cases, I have not included the name of the person that sent the email, only the text of their response and the organisation they worked for.

The responses below are the only ones I’ve received, so far. One or two refer to a possible “follow up” by someone else, but no such follow up has been forthcoming as of yet.

Dear Mr Johnson

Thank you for your recent correspondence.

Healthcare Improvement Scotland is not the appropriate organisation to consider the information you have shared.  Healthcare Improvement Scotland has a duty to respond to concerns raised by NHSScotland staff or referred to us by another organisation about the safety and quality of patient care in NHSScotland.  We do not have a have a remit to investigate concerns from the public nor do we have a remit to consider concerns of the nature described in your report.

I see you have shared the information with a number of national organisations, including Protect (the national whistleblowing service), which is where we would have suggested you contact for further information and advice.

Kind regards

Dear Mr Johnson,

On Behalf of Chief Constable Sawyer, the Devon and Cornwall Executive Support Team acknowledge receipt of your correspondence and accompanying paper/petition.

Unfortunately Devon and Cornwall Police are unable to progress your concern as the Police Service with geographic responsibility for the place any potential offences were committed are required to take the lead. I have noted all of named persons who you wish to be investigated in section 6.1 of your paper and none of which reside or are elected Members of Parliament for constituencies within Devon and Cornwall.

Therefore can I respectfully request that you send your correspondence to either the City of London police or Metropolitan police service.

Good morning Mr Johnson,

Please accept this as acknowledgement of your email, dated 13th September 2020, which was received in the Office of the Chief Constable.

Despite what is stated in your email, receipt of that email and the attached report should not be seen as evidence that Cumbria Constabulary have been placed on notice and alerted to evidence which proves crimes have been committed and will continue to be committed if agencies don’t intervene to prevent this.

An additional message was sent by Richard D Hall to the Chief Constable of South Wales Police. He received the response below, on about 21st Sept 2020:

Dear Mr Hall,

Re:COVID-19 Scam.

Thank you for your correspondence and your report into allegations of

international offences surrounding the COVID-19 pandemic.  You raise

many interesting and thought provoking points, however I am unable to

pinpoint any criminal offences that are specific for South Wales Police

to progress.

I apologise if this is not the response you wished for but yet again

thank you for contacting us.

After completing my first mailing, I realised that, though I had included the correct attachment, I included the “wrong link” to the online report (which was still relevant), so I emailed most of the addresses again (excluding the Police Federation ones) and received more autoresponses and also the responses below:

Dear Sir

Thank you for your email correspondence to the National Police Chiefs’ Council (NPCC).  The NPCC is not a statutory body in the same way that a police force is and does not share the same powers or responsibilities as a police force, and we are therefore unable to investigate any allegations of crime or complaints.

Dear Mr Johnson,

Thank you for your email, which I can confirm has been received by the Office of Chief Constable Andy Marsh.

I note your email was addressed to multiple police forces and as such I have sought specialist advice from our Force Crime and Incident Registrar regarding the matters you raise. All of the allegations appear to be against organisations or persons based in London, which is not with the Avon and Somerset Police area. As such I have contacted the Metropolitan Police, who informed me your email was being assessed by their Specialist Crime Team led by Commander Murray. I trust the Metropolitan Police will be in contact with you in due course and at this time I will therefore not be taking any further action.

Public Enquiries SFO – public.enquiries@sfo.gov.uk

8/10/2020 16:24

Dear Mr Johnson,

Thank you for your emails to the Serious Fraud Office (SFO) regarding a petition about COVID-19.

The SFO has a statutory remit to investigate and, where appropriate, prosecute, the top tier of cases involving allegations of serious or complex fraud, including bribery and corruption. It takes on a small number of large economic crime cases that fall within our operational remit. More information on our remit can be found at https://www.sfo.gov.uk/about-us/.

Should you have any direct information or evidence that would suggest a criminal offence has been committed, please make a report through our online reporting form on our website at www.sfo.gov.uk/contact-us/reporting-serious-fraud-bribery-corruption that goes to our Intelligence Division. This team has responsibility for assessing all reports of fraud, bribery and corruption made to the SFO.

I hope that you find this response helpful.

Yours sincerely,

L Webb
